I agree with the view that The White Ribbon is a German film, including on the basis of its Oscar nomination as a German film. As others have observed, in this case the Oscars' bizarre insistence on one submission per country in this category may actually be helpful. There are also precedents for disqualifying submissions (maybe even a nomination) for insufficient links to the submitting country.

I'm confident all of my other picks are eligible, although eligibility confirmation would be helpful for The Castle and The Edge of Heaven. Other eligibility rulings that would be helpful are The Clouds of Sils Maria (Olivier Assayas, 2014) and Lola Montes (Max Ophuls, 1955). I can provide backups if anything is ruled out.

EDIT: Since Das Schloß - The Castle (Michael Haneke, 1997) is considered Austrian, I'll swap in Paris, Texas at #10 and drop everything below it down one spot.

The film was a nominee in the category Best Foreign Language Film at the 82nd Academy Awards. Its submission as an entry of Germany rather than Austria was the source of some controversy,[34] since the Academy would have accepted it as a submission from either country. Martin Schweighofer, head of the Austrian Film Commission, expressed misgivings about the decision: "The discomfort arises because of the vague rules of the Academy. In essential functions the film is Austrian." It has been reported that the American distributor, Sony Pictures Classics, pressured Germany to submit it rather than Austria because the Academy had nominated Austrian films two years running and three in a row was considered unlikely.[35]
So it seems it's primarily an Austrian production based on that, with German (and other) funding coming later, even though the story is set and filmed in Germany itself. IMDB has X Filme and Germany listed first, but that could just be an error by whoever added the info. I'll check my copy of the film later and see what information I can find in the onscreen credits, but for now I'm leaning toward this being an Austrian film, and thus ineligible.

I know the film was nominated for and won a slew of Lolas (German Film Awards), but it's also likely the same would have happened at the Austrian Film Awards had they existed at the time (the Austrian Film Academy was created in 2009, the same year the film was released, and had their first ceremony in 2011 for films from 2010).
Edit: The film did win a bunch of Romy Awards, which are run by the Austrian newspaper Kurier, and I think might be analogous to critics awards in other countries.

So I checked my copy and X Filme is indeed the first production company listed in the opening credits, so that tips the scales for me and I'm ruling this a German film for the purposes of these polls, and thus eligible.

Loznitsa's films are a bit hard to classify. My Joy is largely German funded, but also significantly Ukrainian, despite the action taking place in Russia and the dialogue in Russian. The director himself grew up in Ukraine but later moved to Germany, and I'm not familiar enough with his work to be definitive about my decisions. Anyone with more information is welcome to chime in here. Donbass leans more Ukrainian for me as it was embraced by the Ukrainian Film Academy and was the Oscar selection for Ukraine that year, though the main production companies appear to be the same/similar for both films.

Donbass (2018) - Ukraine/Germany - maybe Ukrainian
Being There (1979) - USA - American, not eligible - I don't know where that West Germany credit came from on imdb, as there are no German production companies mentioned, nor any information including Germany in the wikipedia article... seems to be a wholly American production from what I can see. I'm updating imdb to fix it.
Zeroes and Ones (2021) - USA/UK/Germany/Italy? - I'm calling this one American, so not eligible. The imdb credits are at odds with the reporting from industry publications, which I think are more reliable. They all state production from a British and then a German production company, and the Executive Producer is from an American company. I don't fully understand the producer/executive producer differences, but I think the EP is higher up and has more control than the P, so I'm sticking with American.
When Pigs Fly (1993) - USA/Netherlands/Germany - Another unclear one with little information. Seemingly shot in Germany as a stand-in for New Jersey, but funded by a Dutch company? I don't have a clear answer for this one yet.

As counterintuitive as it sounds, it seems Autumn Sonata is indeed a German film, made when Bergman was in exile from Sweden for tax reasons. So, it is eligible for this poll, in case people want to update their ballots to include it. It'll likely make mine.

I'd thought the second NeverEnding Story was American, but it seems it was also a German production like the first, though strangely the first has a German original title and the second has an English one.

So it is also eligible.

La paura/Fear is listed as both a German-Italian and Italian-German poroduction, but everywhere lists the Italian production company first, so I'm considering it an Italian film, and thus not eligible.

I have the exact opposite takeaway from you - That information helps to confirm to me that it's not a Swedish production after all, but a German one.

Fair call, Tom. I won't be including it in mine, and the same goes for Autumn Sonata as they don't feel "German enough" to me (non-German language, setting, actors, etc.) but they clearly have a claim to being German films.

Paris, Texas is indeed eligible, and I don't think I've ever seen it considered as anything other than a German film, despite the setting. Similar to Percy Adlon's US-set film Bagdad Café, though that has a stronger German connection plotwise and actorwise. Perhaps Wenders's brand is strong so people don't consider it American?
