All those suggestions assume that there is a tie, which there very well may not be. Every option presents problems.

Flipping a coin is pure coincidence. Would it be fair to the loser?
Picking the country with the most 5s also means you chose the country with the most 1s.
Going with a playoff means that they have to potentially find another film that falls within the criteria. It also makes the tournament probably unnecessarily longer.
Running another poll is, well.. Running another poll.

Maybe another poll to decide which way to go. LOL. And watch, all this will be for naught

Sorry, guys. I expected to be online Friday evening 21PM, that's why I set the deadline there. Things turned out otherwise. After waking up today, I had lots of other things to do.

I thought about the tie between Malaysia and Norway in the meantime and the best way is to see how people voted head-to-head. So I went through all ballots and looked at which country each user preferred. Result? 15 people voted higher for Malaysia, 15 people voted higher for Norway and 7 people voted the same for both. So there's still a tie.

As said a few posts back, there's a problem with every way to break this tie. Most 5's also means most 1's, so I decided against it.

The easiest way that's also fair is a mini-poll between the two. I'll open that now in the OP. It will run for 24 hours.

Burkina Faso features after all, it and Mali share I think their best director, so it'll be weird if both countries pick a movie by the same director.

Australia was fighting for its spot, a bit surprising.

I called Puerto Rico haha even though me and other people gave it high points.

And yay, Lebanon totally rocked the competition, I would have expected it a bit, but only a bit lower. But that is less than 0.1 average point, so phew!
On other hand, Syria totally tanked.

I vote Malaysia, of course.

Norway should be a country of sporadic presence, not always there but neither absent too many times.
I completed pots, so at least now you can feel your rivals (if you guys are fine with this). The first two are seeded by quality, while the 3rd and the 4th are seeded by continents:

Pot 1: Czechia, England, France, Germany, Hungary, Italy, Japan, Poland, Russia, Spain, Taiwan*, USA
Pot 2: Argentina, Australia, Brazil, Canada, Hong Kong, India, Iran, Mexico, Portugal, Romania, South Korea, Sweden

Pretend Georgia is not in Europe and put it in pot 4 and Norway in Pot3.

There are still 12 Euro countries and 12 non-Euro countries in the top 2 pots, so it's trivially easy to ensure only two Euro countries per group, while avoiding Japan and USA (and Taiwan) going up against a top Euro country.

Taiwan in the top pot is weird, but I guess it makes sense to reward world cup performance in the last round. I'd switch Turkey and Romania, but those pots look reasonable to me..

Burkina Faso features after all, it and Mali share I think their best director, so it'll be weird if both countries pick a movie by the same director.

Most of the films from the region are coproductions so there could be some debate but let's wait and see.

I don't see any problem with France and Japan in one group the first round (for example). There are two countries proceeding per group. Tough luck for the other two then.

First let's see if Norway or Malaysia proceeds. Then I'll try to divide the countries the way I posted above without looking at the proposals so far. After that I'll compare and it's open for discussion.

If anyone is worried about it: No, I won't do a poll about the pots.
I'll consider proposals and decide myself. In the end there's always a matter of chance in the drawing of the groups.

To avoid it, we would simply divide the countries into tier 1 to tier 4, no matter what region they're from.

But the point is you can do both. Ensure exactly two European countries per group and ensure that the tippy top Euro countries aren't matched up against the tippy top rest of the world countries.
