Since it is near the end of the poll, I think it is safe to share my priority.

Australia is a must since we don't have any countries for Oceania. And we need more African and Latin American countries, so Burkina Faso, Lebanon, Puerto Rico and Uruguay are a must. Cuba has participated twice.

I don't care much about the other countries, but I rarely (or never) watch films from Malaysia, Tajikistan and Uzbekistan, so I hope we have chance to explore them.

Favors maniacal 5pt-voters. I only gave out 3 of these.
I would agree if you counted versuses of the 2 countries. Like if some people rated one higher than the other, then that's a vote for it. If there's no tie this way.

I like the idea of a playoff. Those two tied countries compete for the last spot during the last few weeks of December. The only other option that I see of as fair is to have one more poll where those are the only two options, and you can only pick one.

All those suggestions assume that there is a tie, which there very well may not be. Every option presents problems.

Flipping a coin is pure coincidence. Would it be fair to the loser?
Picking the country with the most 5s also means you chose the country with the most 1s.
Going with a playoff means that they have to potentially find another film that falls within the criteria. It also makes the tournament probably unnecessarily longer.
Running another poll is, well.. Running another poll.

Maybe another poll to decide which way to go. LOL. And watch, all this will be for naught

We have had a reward for managers that did well (first pick), how about a reward for participants that did well?

Let the tie be broken by letting the country go through that had most higher votes (or points) from participants with (almost) perfect attendance in the last cup.

These are the people who are most likely to watch the world cup movies any way (sorry for excluding you, imdb refugees).
